US lawmakers are meeting during the weekend for the initial time since the government shutdown began over a month ago, but hopes for a cross-party deal on how to end the impasse appeared to recede as Republican senators floated a plan unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Deepening Impact of Government Shutdown
The impact on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
Trump's Proposal from Florida Resort
As Saturday's meeting got started, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.
"We will replace this broken system with something that is actually better for the patient," one senator stated.
Another senator praised Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Reaction
Opposition lawmakers shared alarmed responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by the public and Congress."
Another lawmaker reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a small group of moderate Democrats to terminate the closure in exchange for a later vote on the Obamacare subsidies.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and extend the payments for a year.
Another senior Democratic lawmaker continued in arguing that Republicans should accept a one-year extension of the payments before negotiating the future of the subsidies.
"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress does nothing."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the backing of eight Democrats to reopen the government, and the idea of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.
Some analysts suggested that the essence of such a proposal would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.
After his resort visit, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
